English Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a new study of municipal councils, UK councils are planning to sell social clubs, sports centres, and shopping arcades as they rely on a fire sale of assets to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that six out of ten of local authorities are intending to dispose of properties to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to shore up their finances, but they argue they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

The group noted that a high proportion of councils attempting to generate funds from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of municipal officials said they would focus on service redesigns and utilising financial reserves to weather increasing financial challenges.”

Detailed Examples of Planned Sales

Medway Council in southeast England announced its property management strategy featured the sale of a retail complex in a local town and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the strategy.

Local Levy Rises and Broader Financial Pressures

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will need to raise local levies next spring to cover the rising cost of core provisions, higher levels of homelessness, and a longstanding housing shortage.

Medway council explained it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures take time to deliver both improved services and cost efficiency,” stated a council leader.

He continued: “We face demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Forecasts

Research of county councils recently also found local finances being stretched by the increasing figures of young people and older individuals needing special educational assistance.

The County Councils Network projected that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Ministers have put off planned reforms to the Send system until the coming year after a white paper setting out those changes has been postponed.

Deprivation and Financial Gaps

According to the latest deprivation measures (IMD) for UK local authorities, many participating urban areas were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the 2025 IMD measures,” noted the study.

“Although only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of challenges facing local leaders across major urban centers in the coming year,” the report added.

“Council officials have been clear about the necessity for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and demand,” stated Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their communities.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the study revealed.
